If this did not have an impact on any one of us boating along the ICW here, it might be funny. This interesting phenomenon In
North Carolina which requires a log be kept on board for pump out in
certain North Carolina waters is now taking another turn. Lu-Ann
Perryman is Commodore of Blackbeard Sailing Club in New Bern and is
also a paid Lobbyist. Lu-Ann has been keeping us updated on potential
changes to this regulation. According to Lu-Ann,
The bill filed this session was hijacked by Sen Basnight. He added language to
allow the use of terminal groins (jetties). This was a bill killer once it went
back to the House for concurrence.
I took the language in Clean Marinas
and placed it the Amend Environmental Laws 2010 bill ensuring that the original
eff date (July 1 2010) was pushed back. After much discussion, the sponsor
pushed the effective date to April 1, 2011, allowing an opportunity for the bill
to be rewritten.
